It's legal tender not lawful money, currently our coinage has been debased,
it's either encased like the penny, it's has a core of zinc and Copper clad,
the 5 cent nickel is only 25% nickel, the dime is 75% copper and 25% nickel, as
a sandwich, the quarter is the same percentage wise, prior to 1965 the penny
was pure copper, during WWII, steel was used for a short period due to a copper
shortage, all other coinage had a content of 90% silver and 10% copper,
however, the silver content in coins changed many times from being pure silver
to its current debauched state, the US Mint is under a mandate NOT to lose
money minting coinage

18 U.S. Code § 336 - Issuance of circulating obligations of less than $1
Whoever makes, issues, circulates, or pays out any note, check, memorandum,
token, or other obligation for a less sum than $1, intended to circulate as
money or to be received or used in lieu of lawful money of the United States,
shall be fined under this title or imprisoned not more than six months, or both.
