beneficial owner is claiming the provisions of Article and paragraph
of the treaty identified on line 9 above to claim a % rate of withholding on
(specify type of income):
Answer: "ZERO withholding"
Explain the additional conditions in the Article and paragraph the beneficial
owner meets to be eligible for the rate of withholding: Answer: "ARTICLE 1,
SECTION 8, CLAUSE 17; I'm not a United States Citizen. I'm a state national"
The government uses all sorts of trickery to put one on offense. To force us to
address the issue. They care not if they lose as it is rare and just part of
doing business in fraud.
