As I recall this process is about remedy for damage done. Babylon has robbed us 
blind. The problem with turning the other cheek is you end up with two bruised 
cheeks. 

Do you discipline your child when he strays or do you  correct him?

Although I’d say that if you don’t believe you are a taxpayer then why would 
you proceed to use tax forms and do the W-4 sandwich process?
