He used one from James Lovett, who has a YT channel. It is basically an
affidavit explaining what your nationality is that accompanies the DS-11. It
was paid for so I can’t share unfortunately. I’m not affiliated btw. Akeim-el
has a process also using a DBA attached to the application. I’ll try to find a
link to a guy that did James process and had a cop run his.

Seperately if you travel to a foreign country: Canada, mexico, Dominican
Republic, any place that you can get too cheap flight or travel, and produce
your four star document it activates you internationally in my opinion. If
you don't your file is dormant until you do in my humble opinion based on
what I've seen happen.

My card has 4 stars. Have traveled domestically, not internationally. I am
open to the passport working, I just don’t have evidence in my case that it
changed anything using that method. I do have knowledge of a man that added
an explanatory statement, and received very good treatment by law
enforcement however. So I am positive on the process, just not that one
based upon my experience.
