The statement he usually refers to is in the first column, third paragraph
and it's the first two or three statements. And what a refers to is the IRS
has the legal right to ask for a returner statement and then they go on to
mention something about filing. What you need to do is go to Black's law
dictionary and look up the definition of file. You'll be surprised what it is
