Where is the Secretary’s authority to change the status/allegiance of the

This section contemplates two sources of citizenship, and two sources only:
birth and naturalization. The persons declared 102*102 to be citizens are
"all persons born or naturalized in the United States, and subject to the
jurisdiction thereof." The evident meaning of these last words are, not
merely subject in some respect or degree to the jurisdiction of the United
States, but completely subject to their political jurisdiction, and owing
them direct and immediate allegiance. And the words relate to the time of
birth in the one case, as they do to the time of naturalization in the
other. Persons not thus subject to the jurisdiction of the United States at
the time of birth cannot become so afterwards, except by being naturalized,
either individually, as by proceedings under the naturalization acts, or
collectively, as by the force of a treaty by which foreign territory is
acquired.
8USC § 1481.
Loss of nationality by native-born or naturalized citizen; voluntary action;
burden of proof; presumptions
(a)A person who is a national of the United States whether by birth or
naturalization, shall lose his nationality by voluntarily performing any
of the following acts with the intention of relinquishing United States
nationality—
(1) obtaining naturalization in a foreign state upon his own application or
upon an application filed by a duly authorized agent, after having attained
the age of eighteen years; or
(2) taking an oath or making an affirmation or other formal declaration of
allegiance to a foreign state or a political subdivision thereof, after
having attained the age of eighteen years;
Congress had to give the people in that states a remedy against the
Fourteenth Amendment or they could be hung for treason.
The United States Supreme Court expressly held that Congress may not
establish a “trade or business” (citizen of the United States), and by
implication a “public office” (citizen of the United States), in a state of
the Union and tax it.
“Congress cannot authorize a “trade or business” (citizen of the United
States) within a state in order to tax it.

Nelson and every one. That perpetual union is alive today. The Articles of
confederation is alive. If one contacts an immigration attorney familar with
non-citizen national certificate they will here that you cannot vote in the
feral election but you vote in another election. The Articles of
confederation election. Another reason I do not want to surrender completely
my status as an United States Citizen. I want to surrender just when I do
not want to participate in the non-sense.
