Siri requires an active wifi or data connection. If you can't do this, you might as well turn Siri off and rely on the built in Voice Control app. Go to settings general siri to turn Siri off.

You can still use siri with VO turned on but it cuts things off for some
people, or you can do it with VO turned off but you won’t get as much
verbal feed back back from siri.

No it's not your fault, Yes you can do it that way, it's more of a

A couple things, first off it may not work as you described, Jessica
it's not your fault but in iOS 7 they kind of messed up some things
with Siri and voice over, it
no longer makes the familiar clicking sound, and it sometimes will
cut things off.
