I have iTunes on my PC, but I don't think I have the iCloud tool for the PC. The support page for the iCloud PC tool at http://support.apple.com/kb/dl1455 has a download link on it and the instructions on how to set up iCloud for your PC at http://www.gcflearnfree.org/macosxmountainlion/extra/100 talk about downloading it from the above site and doesn't say anything about it being included in iTunes.
