I'd suggest checking out the article at http://www.fedoraoutlier.com/handwriting-in-ios-7-2/ to learn more about this feature. Obviously, it's another option for text input which some might find useful or faster in some situations than using the virtual keyboard. You can also use it on the touch screen to search for apps on the screen, such as the object locater feature in Voice Over.
BTW, since this is one of only many options I don't think Apple is forcing anyone to do anything, just as before, no one was forcing the sighted to learn braille.
