Yes, my sighted wife uses an app call MapMyTracks when she goes cycling. It gives her information on how far she traveled, her speed, the number of calories she's burned and so on. I assume it's using GPS to determine her route and distance traveled. In addition to cycling, it also supports walking as an activity. I took a quick look at it with voiceOver, and it seemed accessible, although I didn't really do anything with it. It's free with what looks like a paid in app upgrade.

I have NEVER seen a "true" pedometer app NOT use stride info to measure
distance.

Before I lost my sight I owned 3 different brands of pedometers that I
clipped to my waistband and all 3 required a stride measurement.

How else would a pedometer be able to properly calculate walking
distance without a stride measurement???

All pedometer calculations are estimates. Like you stated depending on
your walking pace, your stride length will vary.
