Yes, it lets you draw characters, numbers and punctuation on the screen, and they'll be entered into your text edit field. Go to Settings -> General -> Accessibility -> VoiceOver ON -> roter and add hand writing to your roter. You can use it in edit fields. You can also use it on the home screen as a spot light search, e.g. swing the roter around to handwriting, make the shape of a lower case 'a' on the screen and then flick up and down to go through the list of your apps that start with the letter 'a'.
