I wondered about that a bit. However, when I updated to 7.02 it did not put me through the setup hoops so I had no basis to prove it even to myself. It would have been a disastrous change for those new to IPhones who have trouble with touch screen data entry. When I first started with my 3gs it always took me many trials to get a password correct and my phone would have been pretty much useless to me. My wife is in that boat now.
