So does this mean that with the new update you are forced to enter a password to unlock the iPhone? Josh was correct in saying that this was a bug which apparently had been reported to Apple. In the new iOS 7.0.2 upgrade, this bug has been fixed. You are now no longer able to bypass password setup when setting up iOS 7. So, it appears that this problem has been resolved.
