Not always. What I do is just try a button to see what it does, then lable it. You just have to remember where it is on the screen so what I do is count how many swipes from the top left it took me to get to the button.

I tried to label a button in an app which is fairly accessible but when I tried, I heard the tones and VO said character mode label. So don't you need sighted assistance to determine what the button does before you try to label it?
