Yes I had to go through this setup when I updated my 3gs from iOS 5.1.1 to 6.13; you swite left/right until you hear English; then double tap and the setup continues in the selected language. Good luck!

Yes, this is how I expect the upgrade to IOS 7 will work. My iPhone came
with IOS 5, and I don't recall ever having to connect my iPhone to my PC
to perform an upgrade.
