This is a VO thing and set within VO settings.  touch typing activates when 
you lift your finger from the touched item;  standard typing requires a 
double tap or split tap of the selected item.

Wait just a minute, please back up a bit for me?
What is the difference between standard and touch typing because I know
that touch typing on the computer is where you don't look at the keys as
you type. Well since this can be accomplished, how does one toggle the
setting for the mode of standard/touch typing? I thought I was already
doing touch typing by double-tapping the character to type into an
Imessage to a friend of mine for example, if that is not touch typing,
then, what is it, and how does one do that on the IPod Touch 5?
