[accessible-android] tts voices?

a friend of mine recently bought a samsong galaxy gts5830m. running android
version 2.3.6. and although the phone has talkback, there seem to be no tts
engines instaled. is this normal? another funny thing is that they can't
seem to connect the phone to their wifi. how can they address the tts issue
in lu of wifi?

I believe in order to use other languages you may need to change the
language the device uses before you can dictate in that specific language.
However I do not know if there is a tts included for each one of the other
languages android supports so you may want to research that before changing
the language on your phone.

For those of you that don't know about it, it is what I use if I don't want
to type a message out on my phone, so I just tap on voice input, and then I
talk with the phone, and it converts my voice into text.
Most of the time it is accurate.
My aim is to be able to talk Afrikaans to my phone.
On my PC I have one of the Flemish voices, and it does Afrikaans very well.
I must now just go and have a look for a voice that will work nice on my
phone.
I have the Accapella voices, and will go and have a look there.
