That's correct for 4.1.2 you can only start talkback at he set up screen,
but for 4.2.2 and later you can turn it on after the set up screen as well.
That's the major difference between 4.1.2 and 4.2.2, and 4.3.1.

P.S. For any of you who have used Talks in the past, I miss being able to
toggle mute off and on independent of screen reading capability.

If the phone is set up alrrady there isn't if its nog you can do it by
placing 2 fingers on the screen until talk back says so but this is onlg on
android 4.1 and higher.
