I knew that it had something to do with the start menu properties, but just 
couldn't remember how to get to it. Thank you so much.

  Check to see if hide inactive icons is checked or unchecked.  You don't 
want inactive icons hidden.  If it is checked, uncheck it with the space bar 
then tab to and activate the ok button.  To check this setting, do the 
following:
  New main steps start on new lines.
  Press the Windows key, then press escape.  You are now on the start 
button.
  Open the context menu.
  Up or down arrow until you get to properties and press enter.
  Shift tab once.
  Left arrow once to move to task bar properties.
  Tab a number of times and you will fand a check box that says hide 
inactive icons.  As I said above, uncheck this checkbox if it is checked, 
then tab to and activate the ok button.
  If this is not the cause of the problem, let us know and we can look for a 
setting that causes the volume control to be shown in the system tray.
