[accesscomp] disk read error

A friend of mine not on these lists just tried to start his computer and got a 
"disk read error" or "read disk error". Can you please tell me what that means 
and what if anything he can do about it? Apparently, it says to press 
control-alt-delete to restart and tries to go to the start screen, but nothing 
happens. Does this mean his disk drive has crashed? Any explanation would be 
appreciated. Thank you.
