One way to do it is to move to the task bar, right click it, then open properties. Tab until you get to a check box that says something like show quick launch bar and, if it is checked, uncheck it with the space bar. Tab to and activate the ok button and it will no longer be displayed.

Are you doing this for a sighted user or for a blind user? The quick launch bar is generally not used by blind users. It is much more efficient to launch programs using short cut keys. In fact, many blind people set Windows not to show the quick launch bar, if it is being displayed. I'm going into this to be sure you want to use the quick launch bar. If you do, either I can find out how to add items or someone can let you know if they already know.
