It's all very accessible and doesn't require special software. Pocket PC's are some of the most accessible hardware available. A blind user can access every basic feature including flashing and editing internal radio settings.

However pricing and plans may vary. Also keep in mind that some cell providers will use CDMA and others will use GSM. That will limit your phone choices since the phone you purchase must be compatible with with your carrier's network. For instance I am using a GSM phone on TMobile. If I were to switch to Sprint or Verizon I would have to switch to a CDMA phone or a dual mode phone. From a blindness perspective I think it is better to pick out a phone that will work for you then find the carrier that supports it, rather then the other way around.
