This is the best I've found. I've been on it for over three years and
have very few problems with it.

You get a phone adapter that plugs into your router and then plug your
phone into it. For $30 a month you get the World Unlimited plan that
allows calls over 25 countries. You get voice mail, 911 calls, call
waiting, call forwarding, and lots more.

They require a debit/credit card and automatic payments. But in three
years they have never screwed up a payment.
