There are several issues to consider that have nothing whatsoever to do 
with the age of your pc.

These include:

(1)  What problems are you having with IE7 that make upgrading important 
in your mind?

(2)  What features does IE8 offer that entice you?

(3)  Does your screen reader support IE8?

Oddds are, given the age of your pc, you are running a version of xp.  
That will work with IE8.  However, the other items I have mentioned should 
be of greater importance in deciding what to do or not do.

Just because something is out there doesn't mean you should jump?  My 
philosophy is that if a current version of a program works for me fine and 
there are no enhancements in the new version that seem important to me, 
leave well enough alone.
If, on the other hand, you are having problems with a piece of software or 
see something in the new version that is vital for you, then consider the 
upgrade assuming your screen reader will handle it.
That screen reader question is often not considered by blind users much to 
their regret after the install.
About the only piece of software that I will upgrade because it is there 
is my screen reader as these are constantly improving.
