Are there any meaningful advantages to using IE10 and 11?  If so, fine, if
not, why bother?

Regarding the question about favorites, I found the short cut by doing a
Google search for shortcuts ie9 and looking at a page that gave a full
list of short cut commands.

What screen-reader and version are you using.  While unlikely, the problem
you are having may be because of a key conflict between the3 screen-reader
and Internet Explorer.  You may havew to use the bypass command your
screen-reader provides to execute the short cut command.

Try verifying whether you can get to feeds at all now.  The following will
probably work in IE9, though I don't have that browser.
Open the view menu.
Find explorer bars in the menu and open it.
It's a submenu.
Look through it.  when you find feeds, press enter.  See what happens. 
You should also hear, as you move through items in the explorer bar menu,
the short cuts to open the items.  Control shift j should be what you hear
for feeds.
