I don't know what the discussions have been previously, however you do not get a Windows XP CD with it. There appears to be a tool which will restore the machine back to its original condition. The PDF manual is very well written and describes this process step by step.
Alternatively, purchasing additional backup utilities such as Norton System Ghost should presumably resolve any difficulties if you have imaged it using Norton Ghost.
Not to add much to what's been said on Dell computers here, but they do seem remarkably cheap, the laptops as well. A friend ordered two of these plus a desktop for his new union branch office and I was amazed that he paid little more than £400 for the desktop with 17 inch monitor. He did it by phone, and that's an 0870 number which gets you through to India where Dell's call centre is. Obviously you'll save yourself a bit by doing the deal on the net.
Only question I have, and I might go and take a look, but are these machines supplied with a copy of XP on a CD? An important consideration in view of discussions here recently. Ray
