Ok I need to transfer a file to my phone, I don't seem to be able to find
Bluetooth on the laptop. besides that when I've used it in the past I
have never been successful in connecting a phone or anything else to
Bluetooth.

Explain what you want to do. Are you using a bluetooth dongle. Have you gone
in to bluetooth on the phone and tried to pair devices?
