And not sure if anyone has mentioned this already, but for the Home button
triple click method to work I believe it has to be first configured in
Accessibility settings.
Go to Settings>Accessibility>Accessibility Shortcut, and set it to VoiceOver,
then you can turn VoiceOver on/off by triple clicking the Home button.

No, he’s already verified that VoiceOver is on with Talkback, so I think he’s
just muted the speech.
I must admit, I wouldn’t switch from an Android to an iPhone, purely because of
the stupid restrictions that Apple impose. Nothing to do with accessibility
though, they are both great.

As for enabling Voiceover, try pressing the home button three times.
If this doesn’t work, go into settings and check the volume of voiceover.
