It seems I misremembered the name of the watch. I should have said Tissot. 
Here's an extract from the May edition of Welcome to a World of:

Welcome
 reader Philip from London made contact to tell us about a watch developed 
by Swiss
watchmakers Tissot - and that, coincidentally, RNIB is adding to its range 
this summer.
RNIB also worked with Tissot, evaluating one of the first samples and 
suggesting
improvements to the watch design, which you can now get the benefit of.
Philip had this to say: "Rather than employing a flip-up lid which reveals a 
tactile
face which the user feels to tell the time, the Tissot Silent-T indicates 
the time
by emitting a series of vibrations. Sounds crazy, but I promise you that it 
works.
To tell the time, you run your finger in a clockwise direction around the 
edge of
the watch's glass face where it meets the grooved edge of the watch. 
Markings on
this edge, similar to those on a conventional braille watch, indicate the 
hours by
a single raised dot and the four quarter hours (3, 6, 9 and 12) with a 
raised line.
As your finger passes over the glass face at the point where the hour hand 
is located,
the watch emits a continuous vibration. As your finger continues moving 
around the
glass face to the point above where the minute hand is located, the watch 
will emit
a series of short pulses of vibration to indicate minutes.
For example, if the time is 17 minutes past 1, a continuous vibration will 
be emitted
when your finger reaches the first raised dot indicating 1. This tells you 
that the
time is something past one o'clock. A further 2 short bursts of vibration 
will be
emitted as your finger reaches the first raised line indicating the 3 
position. This
tells you that it is 17 minutes past the hour.
The watch has an alarm which is also set, checked and turned on and off in 
the same
way - by touching the face.
The watch is of stainless steel construction and is made either with a black 
face
with white hands and numbering or with a white face and black hands and 
numbering
(the former option is fairly high contrast and those with some useful vision 
may
find this helpful). It is waterproof to 30 metres (so no more having to take 
it off
when swimming, having a shower or doing the dishes!), is shock resistant and 
has
a highly scratch-resistant sapphire glass face.
On a personal note, although expensive (at £295 for bracelet style and £285 
for leather
strap), I think this watch is worth every penny. It is the first 
great-looking, stylish,
waterproof and highly durable braille watch made by a quality watchmaker 
that has
ever been available in this country to my knowledge. I'm sure you won't 
regret it
if you get one.
One potential word of caution though - its size and styling probably makes 
this a
men's watch, so if you are a woman, I would recommend seeing one before 
splashing
out."

Robert, This is possible, however, the woman I spoke to didn't seem to have
a clue what I was talking about.  She seemed to think I wanted a watch with
a vibrating alarm, after a couple of minutes of pointless conversation, she
eventually caught on to what I was talking about, and told me she'd never
heard of such a thing, and that she was sure they didn't sell it.  Based on
this, I'm not assuming that Cobolt are never going to sell the watch, just
that they don't at the moment.
