I'm not sure that you can, short of leaving them plugged in.
But I see you are asking about Powered Hubs, which would
solve your problem.

I use several usb devices, portable hard drive, usb pen
drives. All these devices auto run and it is a bit of a pain. How can I disable this feature so that my usb devices don't auto run, just sit in my
computer?
