Hi,

I have seen this happen before with my Pixel 3.

You may not have enough data, but what I did was to turn Wi-Fi off and
update over cellular.

Using Pixel 1.

The download has started and then  paused. Double-tapping the resume button
causes it to re-start for a few seconds only to pause again. 

1. I have tried  re-starting the phone.
2. The WIFI signal is full and the mobile is connected to the mains as well
as being about 80%.
3. The battery-saver switch is off.
4. Google Help could only suggest reverting to battery defaults.

Is there a way of deleting the partial download so as to enable an update
from scratch please?
