[access-uk] trouble with popup blocker

Hello all,
Wondered if anyone can help me, I am running windows XP with service pack 2,
I have been trying to download a programme I need for my computer from a
website, the download comes as a sort of popup window, so, of course, the
popup blocker is doing it's job. I have told it to allow popup from this
website, I have even turned the darn thing off, but to no avail, it insists
on blocking this download.
Can anyone help?
