No, it turns off the video display on the phone which is not the same as 
locking the screen.  Note you can also use screen curtain with Mac computers.  
Shift VO F11 is the toggle.  This can be useful if you're doing work you don't 
want others to see in an open plan office.

John, the screen is entirely black and blank so effectively it would look
like the phone was switched off.
