Apologies if you know this already.
Your house should have a master socket which is the one that connects to
the outside world. It is possible to take the front off the box and
inside there is a test socket. Try plugging a land line phone into this
socket and see if it still crackles. If it does, the problem is outside
your house. If not you will have to check inside.
