if the person is paying for Internet services through their service provider
then I would have thought they could connect as hotspot. for instance I am
currently using Internet on my iPhone but I have no wi fi for a few days,
however,able to use my iPhone as hotspot

The C5 does not have Wi-fi, so I don't think you can connect it to the
Apex to use as a hot spot.
You can connect it to the Apex to transfer data between the two devices,
and to use the Apex as a braille display.
