Hi, Meter readings aren't the be all and end all. There may be plenty of reasons why you get a high meter reading, but no signal. I would have tried it under a normal freeview box, then tried to speak to Portset to see if anything was ammis with the digital card in the system. On the unit was there a menu for checking signal levels? There is on most products, and it can help you pinpoint where the problem is.
