Sorry for replying so late on this one.

The memory problem does seem to be something related to iOS10.

One work around I found to clear up some memory was to delete all the
voices downloaded as defaults on the phone in the other languages.
Many of the voices were the enhanced versions which take up space. It
did take some time but cleared up quite a bit of my storage.

Kind regards

Chantal

Hi John. There is no need to reset the phone! Just run Memory & Disk
scanner pro and that will delete junk files. You need to run it a couple
of times after rebooting your phone each time and it will get rid of all
that unwanted cash data which is hogging your storage.

Hello John,
Sounds like time to get rid of junk. Backup the phone to iCloud, then,
erase it through settings general reset, then restore the iCloud backup.
Yell if you would like a hand with it off list.
