Hi Billy,

Have you checked that you don't have your microphone checked in the playback 
area of volume control.
You have 2 microphone settings, the one in record should be checked, and the 
one in playback should be muted.

I suspect that the person that you are hearing the echo from when you are
speaking to them is  actually using their Skype and running it through
speakers, ask them to turn their speakers down, as this seems to be the only
way you can do anything about this unless both parties in the conversation
are using headphones.
