Yes that's correct, you have to keep it plugged in to the phone socket for twelve months after you sign up for it. After that you can disconnect it, but if you want to book box office films or events, or to change your channel package you need to have it plugged in for them to be able to do that.

It's against the agreement if you do it within the one year contract

Note also that disconnection of the telephone line is a violation of
Sky's terms of service.  They will usually send you a reminder notice to
reconnect the line after approx. 21 days of disconnection.
