[access-uk] shutting down problems with ME

Quite a while ago, someone on this list pointed out a program that helps
with shutting down problems in 98 and ME, thought I'd kept the file
somewhere but can't locate it, now my husband needs it for his machine, can
anybody, more tidy and organised than I help please?
