Ok then that may well be the problem - it is a communal ariel and it depends
on what quality of the ariel the installer chose to supply.

Do you know how long ago the communal ariel was installed? As it was
installed by the council then you can contact them and tell them your
reception from the rooftop arield is very poor.

not sure really as the counsil who i rent my flat from, stated they wanted
to install a communal dish thing that we all share and plug in to sky,
freeview, etc. they isntalled the point for this in my flat. 
so don't know what's wrong
