It's just dawned on me you have a communal ariel dish thingy.

As part of this, the council will also have built in an electric
amplifier. This amplifier will act like a boost to the signal.

If there is something wrong with this amplifier, it's entirely possible
it could send out a buzz and indeed make the sound go up and down.Though
this is far more likely on analogue telly, not digital. 

Check with your neighbors to see if they get it. If they do, speak to
the people in charge of this kind of thing in your building.
