This is a very difficult question to answer without more detail.
What is the initial size of the picture for example? Is she actually trying to increase its size by 200%. From what you describe, she needs to reduce the size.
Microsoft's Power Toys has an Image Resizer which is generally better for adjustments like this. Paint is fairly basic.
