Hold the Home button until it beeps and then say turn Voiceover on.
To turn off repeat but say turn voiceover off.
This assumes that the iPad is connected to wi-fi and can utilise Siri – I don’t
think Siri can work offline yet but I may be wrong.
Out of the box from Apple I think the triple home button click should work to
turn voiceover on, if not it is easiest to get someone sighted to go to
Accessibility settings and tick Voiceover by the triple click home buttons
settings.
I think apart from voiceover practice I think that your best approach may be to
download/purchase a Voiceover tutorial app which will take you through the
various skills of double taps, using sliders, scrub and rota gestures an so on.
I am sure if you search in the app store these apps are still available.
It may cost a little , perhaps £4 or £5 but I think this will reward you both
in the short and in the long term .
If you are completely new to using touch screens and have no sight then take it
easy. I don’t think about it now but it took me well over 2 weeks to using a
touch screen without sight and it is still not my most preferred interface
though the rewards are great.

Usually a tripple tap of the home button will start or stop Voiceover.
If you go to settings, General, Accessibility, Voiceover; you will find an
entry called Voiceover practise. If you double tap on this you can
practise various movements etc and just double tap on the Done button when
you have finished. You can also open Voiceover practise by performing a
four finger double tap from just about anywhere and returning to where you
were by another four finger double tap when you've finished.
