I paid via Paypal. Not sure if they have a dispute option for stuff that is not 
purchased off Ebay. The site is based in the US I think.

Did you pay through their online payment platform or through a third party 
payment processor?  Most of the payment platform providers like Digibuy, Reg
Now, Element 5 etc. have their own customer services department, so if you cant 
resolve a problem with the merchant directly you can usually take matters
to the company who processes payments on behalf of the vendor.  Your email 
receipt should tell you who processed the payment and if more than one email
was received, most likely one of those will be a receipt with this information.
