I am not quite sure what the question is.
mIRC is not a new program exactly but has been around for more than 10
years. It is an IRC (Internet Relay Chat) client. IRC is text based chat
that allows people to chat either individually or in channels that can hold
several hundred people. There is a multitude of IRC servers and networks.
the nice thing about IRC is that it is cross platform. Aside from chatting,
some people also use irc for file sharing though that is not the original
purpose irc was designed for.
mIRC is a if not _the_ most popular irc client for windows. it can be
downloaded from
www.mirc.com
Since you asked about "mirc with speech", while i am not aware of a
program with the exact same name, mirc has had inbuilt text-to-speech
support using MS Agent technology for the past several years. For this to
work, you need to have the sapi 4 runtime components, the LHS US English
tts engine and at least one MS Agent character installed on your system.
all of these are available from Microsoft for free download. When you have
MS Agent support correctly installed on your system, the entry "agents"
will show up in the sound section of your mirc options and you can
configure the speech settings from there.
Secondly, a couple of years ago, a helper application that worked as a
bridge between jaws and mirc was released that sent tts output from mirc to
jaws and made jaws speak preconfigured speech output. This helper
application is called "mIRCspeech" and works quite well. It is unfortunate
that its development ceased. There is a link to it from the jfwlite.com
homepage. mircspeech works with versions of jaws as early as 3.5 - at least
that is the earliest version I tried it with. ,g>
There are also jaws scripts out for mirc that work quite well. I think they
are written for jaws 5.x and up. You can get those jaws scripts from

There are several other variants to get speech with mirc like the "tIRC"
project" or a spin-off of mircspeech that used the scripts from mircspeech
to create a self-voicing (independent of jaws) solution with mirc and ms
agent) or a project called "Listen2" that predates MS agent and got mirc
talking just by using its native scripting capabilities and the Monolog tts
engine. "listen2" requires an older mirc executable and is very hard to
find these days.
If any of the above sounds like it might be what you are looking for, I'd
be happy to try and give you further information. If, however, there is a
talking mIRc variant out there that I have not heard about, I in turn would
appreciate furhter information.
