I had this problem before with virgin. I had to ring them and get them to disable my voice mail in the end. Unfortunately this involved turning it off altogether which i didn't mind but your friend might.

a sighted friend of mine has a Samsung c300 on orange and he can't stop it from going to the answer phone thingy, it rings seven times before it goes to message bank, voice mail or whatever you want to call it, with instructions from me I've got him to turn off all call diverts but its still doing the same, how the heck do you stop it?
