Hi Gerry,

You appear to have "Straight Quotes to Smart Quotes" turned on.

The right quote should appear when you type the space AFTER typing the
closing quote, be it a single or double quote.

If all else fails, perhaps I can help you to turn them off, but have
to nip out to the bank right now.

    Still in Word 2003, on opening  paragraph, yes, that key press
does give 
a left quote, then changes to apostrophe, and shift +, the at sign,
but 
where is the right quote?
