That is expected behaviour. Mute only mutes the phone sounds. VoiceOver is not 
affected.

volume buttons.

Please can someone tell me how to get my iPhone to ring.  It did until a
couple of days ago and now for some unknown reason it just makes the noise
as if you are going back to the home screen.
