Have you updated your iPad? I had this happen to me when I updated to the latest iOS. VoiceOver started speaking to tell me the update was successful and then stopped. Wht I think was happening was that the default voice I use was downloading. I tried using Siri to switch VoiceOver of and on again. chf just a few minutes, my iPad started talking to me again.
